Perry County man facing federal charges involving minor

HAZARD, Ky. (WMDJ) — A Perry County man is facing federal charges after a criminal complaint alleges he transported a minor across state lines for illegal sexual activity.

According to documents filed in U.S. District Court, the charge involves transporting someone under 18 in interstate commerce with intent to engage in criminal sexual conduct.

The investigation began after a UTV crash on Feb. 28, 2026, in the Vicco area. Deputies identified four occupants, including two 16-year-old girls. One of the teens died in the crash.

Court records state the suspect, Noah Back, 26, owned the vehicle and was also an occupant.

Investigators later reviewed information shared on social media that raised concerns about a relationship between Back and the surviving teen. A forensic interview conducted in March led to additional findings, including allegations the relationship began when the minor was 14.

The complaint also outlines multiple trips outside Kentucky, including to Georgia, where investigators allege sexual activity occurred.

The case focuses on interstate transportation of a minor for illegal sexual activity. Court records show Back is being held in the Laurel County Correctional Center without bond.
