SOUTH WILLIAMSON, Ky. (WMDJ) — A Pike County man is facing multiple felony animal cruelty charges after Kentucky State Police said troopers found several dead cats and malnourished dogs at a property near South Williamson.

According to an arrest citation, troopers responded Sunday to an animal welfare complaint on New Camp Road. A caller reported seeing several deceased cats on the property.

Police said they found three dogs roaming nearby, while a neighbor pointed out two dead cats and multiple piles of decomposing fur in the backyard. Inside the home, troopers also reported finding a severely malnourished dog.

Joseph E. Newcomb, 33, of Hardy, was identified as the person staying at the residence. According to the citation, Newcomb told troopers the dogs had gotten into the house, so he let them outside. Investigators said he was unable to account for the dead cats and told them the animals had eaten the last of their food.

Newcomb was arrested on 14 counts of torture of a dog or cat, a felony. He was later released on bond and is scheduled to be arraigned Aug. 4.
