Virginia man charged after crash on U.S. 23 in Floyd County

BETSY LAYNE, Ky. (WMDJ) — A Virginia man is facing multiple charges, including felony assault and DUI, following a crash on U.S. 23 in the Betsy Layne area of Floyd County.

 

According to court documents, the Floyd County Sheriff’s Office responded to an injury crash on March 25. Deputies made contact with one of the drivers, identified as 23-year-old Carter Ferrell Willey of Wise, Virginia.

 

Investigators reported signs of impairment, including the odor of alcohol, slurred speech, and combative behavior. Willey denied being the driver, but witnesses indicated he had been operating the vehicle at the time of the crash.

 

A breath test reportedly showed a blood alcohol level of 0.204, more than twice the legal limit in Kentucky. Court records also indicate an open container of alcohol was found inside the vehicle.

 

In addition to DUI (second offense) and traffic-related charges, Willey was charged with first-degree assault. Authorities allege his actions showed extreme disregard for human life, resulting in serious injuries to another person involved in the crash.

 

Willey was taken to the Floyd County Detention Center.
