WEST LIBERTY, Ky. (WMDJ) — Five people are facing charges after Kentucky State Police said drugs were found inside the Eastern Kentucky Correctional Complex in Morgan County.
The investigation began in September 2025 after EKCC contacted KSP about suspected drug trafficking inside the prison.
State police said the joint investigation uncovered allegations involving drug trafficking, money laundering, promoting contraband and organized criminal activity.
Investigators said two former correctional officers, William Caudill and Dwayne Skaggs, are accused of distributing narcotics inside the facility. Two inmates, Shane Wilder and Challis Davis, are also accused of distributing drugs at EKCC.
Police said Donnie Wilder, the mother of Shane Wilder, is accused of helping with the trafficking operation.
Caudill and Skaggs were each charged with promoting contraband, trafficking in a controlled substance, official misconduct and engaging in organized crime.
