PIKEVILLE, Ky. (WMDJ) – Kentucky State Police have arrested a man charged with kidnapping and assault in connection with a child abuse case in Pike County.

Jerome Norman, 43, of Raccoon, was found by troopers at the intersection of U.S. 23 and U.S. 119 at Buckley’s Creek Thursday evening after KSP released a notice asking for the public’s help in locating Norman.  

Norman is the live-in boyfriend of Mary Hall, 42, of Raccoon, who was arrested on Wednesday after a child in her care, “showed signs of torture.”

The child was hospitalized this week, unable to keep solid food down and showed signs of torture.

Hall was arraigned yesterday on charges of child abuse, kidnapping and assault. Norman’s arraignment was this morning. Both are currently being held in the Pike County Detention Center.
